I just had this idea to make a web portal for people to offer how they can spend their time. Let's say I would play chess for free, organise a bike ride for $15. Sort of on-line database, where photos are mandatory, first month is free for example, with a map showing people's locations.
I used to play http://www.geocaching.com, loved this idea and would like to see it developped towards more interaction between the people, sort of PeopleCashing.com
The site can earn on incentives to make payments on-line, it can have an elaborate ratings system to give users some scores for succesfull completion of the promised activities. I can not programm such a thing myself, that's why I am looking for partners. I would like to launch it first on Nun's Island where I live.

Transcontinental State

In the past few years Russia has become an authoritarian state where democratic institutes were being demolished. As a result it became fragile and in the event of the pyramid of power collapse it can face disintegration. Now it is openly discussed the involvement of Communist China in the development of the North East regions of Siberia. That means the territories of the Democracy are shrinking.
Canada has the unique multicultural, multilanguage structure of Democratic Society. It has a superb international reputation, experience in development of hard to access north territories, tolerant attitudes towards native people. The success story of Nunavut is the best example of implementation of Democracy and people's choice under one umbrella of Law. Capitalising on it's international reputation, it should be natural for Canada to initiate the discusssions with UK, France, Denmark, Scandinavian states to get prepaired for two possible scenarios (win-win situation).
 
Scenario 1: turbulence in Russia will be resolved and the efforts to build coalition of nations for development of the North territories would translate into economic cooperation with Russia, investments and cultural exchanges. The experience of Nunavut would be a leading model for numerous native people inhabitating the North, the model of democtatic governance.
 
Scenario 2: turbulence in Russia will lead to it's disintegration. The efforts would translate into referendum among native people of the North to join Canada. The climate of Canadian democracy and law, well balanced in federal governance of diverse cultures (French and English Canada, highest level of society tolerance) would allow coalition states to be actively involved in the development of territories, supplying human resources and technologies (UK, France, Denmark, Scandinavs).
In the event of any scenario I am confident now is the time to act. We need to be responcible to leave more expanded Democratic World to our children, not shrunk! The preparatory measures which would be useful in both scenarios are: establish direct link between native people from North of America with native people from North of Eurasia. Launch the radio broadcasting where people from Nunavut could participate. Stirr the discussion among politicians of the North states of their roles in the future of the Arctic region. Bear in mind the shrinking ice in Arctic and the development of aviation as it will make the links between the continents much easier. And prepare a healthy Democratic alternative for the North versus the obvious possibility of communist China expansion.
